Yeah, NO SHIT!! Maybe because they are CITY employees? If I hired someone to install new carpet in my house, and it took them a week - I'd refuse to pay them!
Word on the street was that they were waiting for the proper thresholds to be installed in the doorways, and until said thresholds were properly in place, one could not possibly be allowed to walk on the carpet where one might TRIP on the unfinished thresholds and then have the opportunity to sue the city for negligence, pain and suffering. But the problem has now been resolved. With duct tape. SO attractive (insert sarcasm here).
